I think it's one of 2 things NOAA actually believes its own rhetoric and is planning for a post global warming apocalypse type scenario. Or they plan on pushing the globl warming propaganda to the point where we can't take it any more and turn into Zombies.

Yesterday it was reported that the National Weather Service wanted to purchase 46,000 rounds of ammunition. Today NOAA came out and said it was a "clerical error" it was for their Fisheries Law Enforcement, but I think they are stockpiling for a different reason. NOAA is one of the main forces pushing the whole global warming thing and scaring the American people into thinking that the world is coming to an end because of us driving our cars and heating our homes.
