How to instantly get rid of 40% of our National Debt

The Federal Government owes trillions of dollars to the Federal Reserve?

There has been a lot of news lately about several commissions trying to figure out ways that we can get rid of our looming National Debt, which is almost 13 Trillion dollars. These commissions are saying we should cut back on things like Welfare and Social Security and things that would be very hurtful to the poorest and most vulnerable of our society.
I got curious and started to look into this story myself. First off I wanted to know Who exactly do we owe all of this money to anyway? Upon searching I came across this chart from Brilling.com

Notice how the largest piece of the pie, 40% is owed to the Federal Reserve, this seems a little weird to me.
The Federal Government owes trillions of dollars to the Federal Reserve?
How can the Government owe money to itself? I have never borrowed money from myself, if I did I don't think I would have to pay myself back, I think I would just call it even.
If Minnesotans for Global Warming were to have a commission of getting rid of the National Debt the first thing I would do is just take all of the money out of Federal Reserve. I'm sure they are saving it for a rainy day, well I think that rainy day is here.
